Corrections
The official agency chart is the authority. If a page shows a rate, a prior rate, or a change percent that the chart does not support, that display is corrected and the cell is left blank when the chart is silent.
A future effective date is not rewritten into the current change. Upcoming stays in its own column until that date is in effect. A missing prior rate is labeled. It is not replaced with a guess.
Corrections are listed below as they are made. The note says what the display did and what the loaded chart supports. It does not add a jurisdiction the file does not contain.
Changelog

Change (pts) and official change-effective dates
The rate change report now labels the previous-to-current move Change (pts). That figure is percentage points, such as +1.0, not a percent of the old rate. In-force tables list Previous, then Current, then Change (pts), then Change effective. Change effective shows the date printed on the official chart, including when that calendar day is also the day the file was retrieved. The cell stays blank when the chart did not print a date. Verified stays the retrieval time and is not used as the effective date. The same rules apply to every enrolled state. Printed rates were not changed.

Upcoming rows show the point change once
Upcoming rows on the rate change report were showing the same point change twice, once as Change % Upcoming +1% and again inside the upcoming block, with Previous and Change effective blank. The page now keeps those in-force fields off an upcoming row. The upcoming block shows the future rate, the point change once, and when it takes effect. Charlton County, Georgia stays current 7% and upcoming 8%, taking effect in Q4 2026. The point change stays +1%. Those printed rates were not changed. CSV and Excel still label that move Upcoming +1%.

Charlton County, Georgia: Change % labels the upcoming move
On September 26, 2026 the public homepage showed Charlton County as Current rate 7%, Previous 7%, Change % +1%, Change effective blank, and Upcoming 8% taking effect in Q4 2026. The printed rates were already 7% in force and 8% effective October 1, 2026. Those rate values were not changed. Change % is now labeled Upcoming +1%, the move to that 8% rate. It is not an unlabeled previous-to-current delta on the in-force 7% pair. Previous is blank on that row. Current stays 7%. Upcoming stays 8%, taking effect in Q4 2026.
